are you thinking of something like Acrobat Professional's OCR
capability, i.d. something that integrates into the pdf-viewer or
just any (free) kind of ocr tool?
My approach so far has been to run the ocr in Acrobat on my scanned
pdf documents. This to me seems to be by far the best solution since
the recognized text is imbedded into the pdf itself. I am not aware
of a free application that can do the same.
