Disclaimer: That description is taken mostly from the website of the PDFView app. However, Skim does not and cannot implement pdfsync all by itself. Skim has no way of knowing where you clicked in the editor. So the editor must give Skim the explicitly the necessary information. The script shown on the Wiki does this. It may be that some newer versions of Emacs for Mac or perhaps some package now has this functionality build in. But this was not the case when the Wiki was written and also may not be the case in any Emacs version that may be around. Be aware that there are several different builds of Emacs for Mac around, including just *nix builds that run under X11.
