I don't see the problem here (MBP with Leopard).

(1) I call up the contextual menu using control-click; I select the  
text tool from "tools"

(2) I highlight some text region.

(3) The strikeout etc., tools light up and now I can use them.

Conjecture: the PDF you are working with doesn't allow selection of  
text because the information for doing so isn't included in it. Try it  
on a PDF that does allow selection, such as

And while you're doing that you can try out selecting just one of the  
two columns of text by selecting a rectangular region of text by  
holding down option as you select.
