When the file IS password protected (and the password is not the empty string), 
then you should get a read view with a password text field. You can also set 
the password through File > Password…. If you don't get the red view, and the 
Password… menu item is disabled, the file is not password protected, or the 
password was the empty string, or you already entered it before and Skim saved 
it in your Keychain.
