In general they are, I've never had problems with copying alias files to new
computers.
But anyway, after the fact there is not much you can do if they don't work,
I've no idea how aliases are structured. If you have your old computer you may
be able to write an applescript to move the paths and other data to some
portable format (e.g. XML) and using another applescript import new bookmarks
from that data to your new computer.
