And for completeness, here is the LaTeX command that does this:

\hypersetup{bookmarksopen=true}

The table of content view in the sidebar is managed by the hyperref package, it 
seems. And the above settings makes it be expanded by default, tested using 
Skim. Many thanks to the people at the TeX stackexchange.
