I really don't want to haggle over semantics. It seems I may have some things 
to learn about skim. When I open a file and don't issue any commands, from the 
menu or the toolbar, when just read, what mode am I in? When I do a new note 
from the menu what mode am I in after entering the note?

I guess I was not clear. I was curious about the reason. What I was curious 
about was why the toolbar new note command remains in new note mode after a 
note is entered. The important thing is that I now see that there is a way to 
get what I want, i.e., a one-time command for entering a note so after entering 
a note I can select text. Not only a way, but a keyboard shortcut to it. I'll 
just avoid the toolbar version here on out.
