Of course you can. Simply go to systems preferences -> Keyboard and add for application Skip and the menu title "Freehand" the wanted shortcut.
Perhaps what Christiaan meant is that he won't change the defaults as defined by Skim or introduce a mechanism to change that in Skim. But Mac OS X offers such customization possibilities since a long time, even for non Cocoa applications does this work in general.
