First of all, it makes a big difference whether you have a continuous scrolling display mode (like single page continuous) or not. Zoom To Fit is not a setting, it's an action that (once) zooms to fit at one particular moment, therefore it has no relation to scrolling. You may mean Automatically Resize. But that should, in theory, also have no influence on scrolling. Though it seems that 10.9 seems to have some scrolling bugs, especially in this setting. Though I also have some reports that this was (partially) fixed in 10.9.2. I cannot confirm myself.
