The point is that we are now using the system full screen support rather than 
our own. There was no toolbar in full screen. Now there is. The side bars are 
now also gone, as that is not compatible with the system full screen behavior, 
and it is far from standard UI anyway. So basically it has moved now more to 
standard behavior. That’s how it is now. There is a hidden pref to auto hide 
the toolbar in the native full screen though (see the Wiki.) Note that you can 
quickly hide the side panes anyway using shortcuts.
