Hi all,

I ran into the same issue on El Capitan, so seems not to be connected to 
Sierra. I had a look at recent Skim versions and it turned out that this 
behaviour was introduced by Skim 1.4.22. In 1.4.21 the scrolling position is 
still retained as expected. I hope this may be of some help.
