Maybe I'm not explaining this clearly. I open the PDF and use *File >
Convert Notes...*

There is a prompt which says PDF annotations will be converted to Skim
notes.

It creates notes for the highlights, and populates them with the italicized
text but *not* the regular text — that's what looks kind of buggy to me.

If it's not a bug, is there another way or another application to do this?

I.e., convert the text that has been highlighted into PDF annotations that
actually contain text.

I understand this is slightly complicated, because the app needs to check
all the bounding boxes of the highlights and find all of the text elements
that intersect them.

However, it seems like Skim does this when I create Skim notes, so I assume
the app has functionality for this.
