I'm guessing that you somehow set the default setting to be full
screen.  To stay in Skim and stop that, type the escape 'esc' key. 
Then probably you will want to reset the defaults.  To do that select
the PDF dropdown and select 'Use Current View Settings as Default'. 
Unfortunately I do not know how to SEE what the Current View Settings
are or whether this is indeed one of them.  Christian will probably
clarify.

Christian:  Having a way to know what all the current settings are and
having a panel that does not disappear when one changes something
would help.
