It does look a bit like a URN (it does not have slashes in its “hier-part”), 
but it isn’t actually one as per RFC 8141, as its scheme isn’t “urn:”.

tel: URIs were standardized in RFC 3966 in 2004 (*) and can be used for a form 
of app integration in areas where phone numbers are still useful.

Turning everything that could be phone number (but in real life is a package 
tracking number in 95 % of the cases) into something that is called when 
clicked irks me a lot in iOS; it only was a matter of time for macOS to develop 
the same usability problem.
