Most of these have their own PDF engines, so they can do whatever they want. I would assume Preview doesn’t (i.e., uses the same engine Skim uses), and if Preview actually manages to put NFC into the clipboard, it would be worth a look how it does that. (It might use an undocumented internal interface, so it might not be useful.)
