I doubt this might be a FAKE WEBSITE and my doubt is based on the following observations:
. http://decoroom.org.ua/iti/index.php, the domain the not the same as that of Income Tax India which is www.incometaxindia.gov.in . It asks only about Credit Card and Debit Card information, which is never asked by thr ITD, India .
