Would it be worth setting up a bunch of DNS slaves for the main sks-keyservers.net? With a sufficiently long timeout, we could then survive an extended outage without losing access. Of course, the membership list in the round-robin would be frozen until the master server that generates the zone comes back up again, but at least there wouldn't be no answer at all.
