Well, it's not really the answer to your question, but a strange thing I noticed was that my server (keyserver.uz.sns.it, now blacklisted on my request) was ranked better for the pools of NA and OC than EU. I can assure the server is in Europe, unless someone stole it today or yesterday evening...
