  You can only set up mobile numbers to be displayed to people you call. I
  can't remember what country you are in, but there might be some limitations
  that way, too. Anyhow, I am in Canada and just set this up. Here is what you
  have to do:

   

  1.       Press Alt+A from Skype to go to the "Account" menu. Press enter on
  the first option "View your account".

   

  2.       When the website with your account information is displayed, arrow
  down until you see "Caller Identification". There is a link called "View
  Settings", click on that.

   

  3.       There now should be an edit box where you can enter your mobile
  number and then you have to click "Save".

   

  4.       You should see some sort of confirmation message, read it carefully
  as there is another step to perform for which you may need sighted help
  unless you have an accessible mobile phone such as a Smartphone using
  MobileSpeak. This last step is a confirmation. Skype will send a text
  message to your Cell phone which contains a code. You then have to go back
  to "View your account" from within Skype and enter this confirmation code.
  After that you will see a message that your caller identification should be
  active within a day or so. Once again I don't know if it works for you if
  you are outside of the United States or Canada, for me it now is working,
  people I call with Skype Out on their regular phone or cell phone can see my
  mobile number.

   

  As far as certain landlines not accepting your Skype call, I can only tell
  you that here in Canada this only happens if somebody subscribes to what I
  think generally is referred to as "Caller Reveal" This is a service offered
  by the phone companies which means nobody with a blocked number can call
  unless they identify themselves. I have a friend who has this and in her
  case I would get a recording saying "The person you are calling does not
  accept calls from unidentified numbers. After the beep, please say your
  name". If you then say your name after the beep, my friends phone will ring,
  the system informs her that she has a call from. now my recorded name or
  short message will play, and then she can either accept or decline the call.
  In some cases you have to enter your phone number instead of recording your
  name but either method works from Skype.
