Hi!
The "Plus" sign is usually a substitute for international calls outgoing 
code. For example, I can call someone in Germany by dialing 0049xxxxxx or I 
can just dial +49xxxxxx. Exiting codes are the 00 or 99 for most countries, 
atleast in Europe.
