Hard for me to verify this since I don't have a camera, but I believe there's a "Start Video" button on the Conversation toolbar. Trouble is, most of those buttons still need MSAA names, so we wouldn't know it yet. But I'm pretty sure Skype will allow video to be started and stopped independently without redialing the call.
