Hi yvonne,
No your card details and credit cannot be transfered to a new account 
unfortunately. However, in regards to your contacts, you need to back them up 
first and restore them on the new account and of course wait for them to share 
their details with you too.
As far as your old account goes, you can still access it by typing in your old 
username and password when signing in to skype.
