Hello Gary, yes Skype 3.8 will function on Windows 7. However, it is not recommended, because a number of things have been fixed between 3.8 and 4.1 the have to do with Windows 7 stability. So therefore the 4.1 version will be much more stable on this operating system. Also, when you're upgrading to a new operating system. It is usually a good idea to try to use the latest version of the software that you can get your hands on. And there is no real good reason not to upgrade from Skype 3.82 Skype 4.1. The accessibility problems that were inherent in 4.0 do not exist in 4.1 and the audio quality is much improved and as I said previously it is far more stable. So my personal recommendation is to upgrade to Skype 4.1. Even if you do not plan to go to Windows 7. If you do plan to go to Windows 7 however I would say that I highly recommend Skype 4.1.
