Awww, I think I know who you mean, as I've talked to a woman over there with just that problem, and sometimes, it is indeed quite agravating for her, and would be for me too in her shoes!
You might see if you can get a SkypeIn number in her area, which would let her call you as a local call. I doubt that option is available, but it would be the cheapest by far if it is. I don't know what options might exist for SkypeOut plans with best rates to South Africa, but again, I doubt there's anything specific to that region. Best of luck though.
