Ah yes... built-in 3G will be like the USB connection I expect:
You'll have software on your laptop that you use to control it. You
might be a Supernode.
Btw, I think 3G users and others who pay for bandwidth might well want
to shut Skype down when not in use, if afraid of charges. However, in
general, I advocate for allowing machines to become Supernodes,
because the more of them there are, the better the whole Skype network
functions. We saw that very clearly a little while ago when a lot of
them went offline. If you are a Supernode, you are helping the entire
Skype community. Unless you have a compelling reason not to do that,
I regard this as a good thing.

If you're using one of those little WiFi hot-spot things, you're
probably not a Supernode. If you plugged your 3G device into a USB
port and ran something like Verizon Access Manager or your brand's
equivalent, you may be a Supernode.
My laptop has a built in 3g adapter, though..

The secret sauce that makes Skype possible is "peer-to-peer"
technology, which means that every online user of Skype shares the
burden of routing, processing, and powering all those voice and video
calls.
It's a clever idea, and hey---if you've got bandwidth to spare, go
ahead and do your part by keeping Skype running in the background,
even when you're not chatting. If bandwidth is at a premium, though,
consider quitting Skype until you ready to chat again.
