not sure if you are a sighted user, though...
If the fact is that your JAWS does not speak that, the problem could be in
the Skypes verbosity settings. If you are using a recent version of JAWS
scripts for Skype, make sure the option called "Speak message times when
shown by Skype" is set to on, not off, in the options dialogue accessible by
pressing insert+v. Alternatively, try pressing f2 from within a chat window
and see if JAWS will tell "Message times on".
