You do not need a password or an account to visit a person's Twitter page; and as long as the person does not protect his/her tweets, which I don't, you can read them there. You may have been confused by the fact that there's a Sign In section above the actual user page, but if you read farther down, you should see my tweets and profile and such, not that I've filled out much in my profile yet...
