as far as I know hse is using the correct log in information. I may call her
today and ask her to give me that same information to see if I can log in
from this end. but the added problem is that when she clicks on either I
forgot username or password it almost brings up the web page then stops.
This is with both I.E. and firefox. Yes, she has checked her firewall both
turning it off and got the same results and adding skype to the list of
exceptions.

I know how frustrating not being able to log into Skype is, because it's
happened to me. But there are a few things worth checking which might be
causing this problem.
First of all, is your friend sure that her user name and password are
correct? If they aren't, Skype won't let her log in with that account.
Secondly, has your friend checked whether her firewall has blocked Skype?

few months ago I had the same problem you described here, not being able
to
log into Skype I mean, and it turned out that, somehow, without me doing
anything deliberately to make this happen, my firewall had blocked Skype.
Finally, is your friend connected to the Internet when she tries to log
into
Skype? I've found that it's impossible to sign in on Skype when my
Internet
is not connected.
There might be some other reason she can't sign in, but the questions
above
