Oh wow, sad, as it used to work very well with jfw. I remember years agothat program was recommended and we used it to record a staff meeting thattook place. on our now debunked and disbanded station. The call quality andthe sound of the file was pretty good and useful for all that were notpresent for the meeting. Any other free solutions out there for windows? Iremember call burner but that was not free, but still a good piece ofsoftware.

Your question is certainly a sensible one. Here's what's happening
though:
When you make a call, the contact you're calling moves out of yoyurcontact/conversation list and up above it into a separate list for activecalls. Focus, however, does not follow this, so it lands on your nextcontact, and causes the speech you're hearing.
So I would say, if it's a bug, the bug is that Skype does not keep focuson the contact you're calling.
