If this message occurs repeatedly with the "not be available until" -
time extending forever that means their presence on SL did not get
cleared (they got stuck). It's even possible you see their "ghosts"
still in world.
One trick is to try and send an instant message to them but that does
not always help.
Support should be able to reset the presence, of course, but for a basic
account this may mean some time to wait (I had this once and the sim was
reset before support ever responded).
Another option could be to try and reset the sim they were in.
