rsync might not be usable, but copying everything as soon as anything changed is not a good algorithm imho. On a sim with 15,000 prims I'm pretty sure there are constantly minor changes - an elevator, a door, an ad somewhere - the pet of someone - or the land is group owned and people can rez/move things. It is extremely likely that -say- 0.1% of the prims changed position or (dis)appeared.
