To finish the thread, somewhere I had CMake assuming Fmod was off... used the gui interface to turn it on. Required starting over from scratch, but it works now. Yay.

I re-ran develop.py, same result. I did notice I have the DirectX SDK loaded twice (and two versions older than August 2008).
