Modifiy rights should be exactly that, if the script is full perm and the object as well. You should have, you know, the rights to modification if that individual has given those permissions.
I doubt LL would ever bother fixing the bug. They'd call it by design. There are a lot of situations I have come across where I wished to edit a script I was working on in a friends' build.
