There is a script relicense.py in the committers cvs module. I could test this. The funny part is probably merging the changes
Yes, this would be nice. Could you try this script and see if it does the job? What to fill in for the copyright owner?

Generally I plan to make a full merge every week or so. I think (better to say hope) there should be no conflicts in that as people hardly make changes to the copyright header.
Or am I missing anything?
