I did changes to two files:
URIHandler and DeltaVConstants.

In DeltaVConstants only the I_INITIAL_HISTORY_NAME  changed to 10.
However some of the constants in  DeltaVConstants should be private 
to URIHandler anyway. 

So URIHandler could be pluggable if HistoryPathHandler would not inherit from 
URIHandler. Also my patch does handle only versions, not workspaces, which
will probably have the same problem. So I would suggest to refactor the
WebDAV library so that the UriHandler is pluggable. But that should 
be left to slide 2.1. 
Does the testsuite cover DeltaV? This would be really usefull for refactoring.
