There was an earlier thread related to a setup issue with environment variables and the JAAS configuration. The gist was that the $CATALINA_HOME was not set early enough in the startup.sh (not sure about startup.bat) and therefore the JAAS configuration file was not found.
if you search the archives for "JAAS problem 2.1b2" you will find the thread, I sent some updated startup files.
