Right; the basic problem is that stored procedure query plans are
cached, and there's no generic invalidation support.  There's a lot
of historical discussion of this on -hackers, which boils down to
"this is reasonably hard, and lower priority than feature X".  But
there's some suggestion that one of the excellent back end developers
will do something about this in the next release.
