Is it possible that the postmaster is still using former contents of
pg_hba.conf that required passwords?
You might need to run:
pg_ctl reload
or
/etc/init.d/postgresql reload
or
submit a HUP signal to the postmaster process
kill -HUP ${PGPID}
?
