Sort of. What it says is that, at a given point in time, the origin node for the set moves. That step assumes the previous subscription by the new (target) origin node. If the prior subscription hasn't happened, things will simply not work. If it hasn't _completed_, you're going to endure a long outage before anything is actually working.
