What have you got in your mgetty login.config file?
You should have a line like AutoPPP - - (path to ppplogin)
ppplogin I believe is a linuxconf thingie and I suspect it doesn't install
it into any directories, so you would have to copy it into place......
I also suspect ppplogin isn't set up for PAP .... there is another one
called paplogin.
Also check the bottom of the login.config file for the /bin/login.
