If it talks about transfer time at *all*, it's not a true on-line UPS.
It's a Switching Power Supply (SPS).

You can usually tell from the price if it's a UPS or an SPS. If it's 
below $1000, it's almost always an SPS. If its in the thousand(s) of 
dollar range it might be a UPS.
