are you running a web proxy on 192.168.1.4:8080 ?
if not, then no wonder it doesn't work. the point of masquerading is
that its (mostly) transparent, your win95 box should be able to
connect directly to the rest of the world, without needing a proxy at
all. ie: point it at an actual web proxy, such as your upstream ISP's.
(if you want to do some caching, filtering, etc. then you will
probably want to install a proxy on your linux box. you'll want either
apache's proxying options or squid depending on how you feel on the
day)
