No, if you put anything in /etc/issue it will be overwritten at the next
reboot by commands in rc.local. /etc/motd is displayed on successful
login. /etc/issue (and /etc/issue.,net for network logins) are displayed
before logging in. If you want to change anything in /etc/issue, usually
rc.local is the place to edit.
