Ok, from a guy that has just solved this problem himself, I'll tell you
what I finally found.
The problem (for me) was on the Windoze box. Anyone surprised at that? The
problem lay with the BIOS assigning an IRQ (10) and Win98 then claiming
that IRQ was assigned (duh, to the NIC!) and telling the NIC to use an
unassigned IRQ. The way I solved the problem was to tell Windows that all
vacant IRQ's were reserved for system use (Control Panel|System|Device
Manager|My Computer|Properties|Reserve Resources) and leave only one IRQ
available for the NIC. Then, reboot and go into the BIOS where you tell the
BIOS to assign that PCI slot the only available IRQ in Win98. Boot into
Win98 and you should have a working NIC.
Very fiddly, sure, but it's the only way it worked for me. Typical of
Windows, you have to force it to do certain things that it claims it does
automatically. Never had this problem with Linux......yet.
