It will work with either, but GMT/UTC is prefered. Why? Two words -
Daylight Saving. GMT doesnt have Daylight Saving - the Linux timezone
info handles it. localtime does have daylight saving, so the clock needs
to be reset every time it occurs (and don't even begin to think about
what happens if your PC is turned off over daylight saving rollover).
There are a few other reasons, but thats the main one.
