[SLUG] FTP through firewall

Hey All   anyone care to explain to me why i am unable to use any sort of ftp client from my windows box to connect to an external site?. I can ftp into my mandrake 6.1box?? Cuteftp is giving me an error 500 "illegal port command" i have NFI why so if anyone does i would be gratefull. Im using ipchains and ipmasqadm with autofw for icq   Thanx   Ryan
