138 and 139 are used by Netbios under WindoZe for browser elections etc
etc. They'd probably block those because they could create havoc in the
internet if broadcasts of those packet types were being sprayed out into
the ether.
Not to mention the larg-ish amount of traffic it would create.
Don't know what 137 is used for, though. It could be something similar.
