POSIX mandates 9 characters (/usr/include/bits/posix1_lim.h) but
most things are setup to only deal with 8 characters.
Although you can have longer than 8 characters as a user name it
may or may not interoperate with other unixes. It does seem to work
with Solaris (Linux that is) but according to Sun that is not guaranteed.
It'd probably be a useful exercise for someone to create a long username
and see what breaks. Especially since POSIX also mandates 14 character
filenames ...
