You appear to have succeeded in installing one or more Mule packages, without
installing the Mule base (I had the same problem and only worked out the fix
this morning!)
1) Select Options; Manage Packages; List & Install.
2) Now that the installed packages are displayed in the buffer, select
Options; Manage Packages; Using Custom; Mule Packages. The Mule packages
installed will have a check box filled.
3) Go back to the installed packages list in the buffer and delete the
Mule packages you saw in 2) above;
4) Close down Xemacs and re-open it.
5) Irritating message should be gone.
