For both these two things I've found a couple of good resources:

Granitecanyon <URL: http://www.granitecanyon.com/> provides free 
DNS hosting (primary and secondary) the downside is that it may 
take a couple of iterations to get the data in a format they like. 
Plus changes will typically take about 48+ hours to propagate 
(I've noticed).

ProgSoc is reasonably comfortable providing secondary DNS as well. 
Mailing lists and web space too on occasion. Ask basically.

Capibara provide free domain mapping for www.???.com to one of
the numerous free webspace providers. <URL: http://www.capibara.com/>
